基于经济学思维的建筑遗产活化利用的探讨

摘　　要：国家近年来出台了一系列关于文物保护利用的重要政策,使得建筑遗产活化利用成为保护学界关注的话题。实现建筑遗产活化利用的可持续性,要注意综合平衡社会效益、环境效益与经济效益,前两者更为重要,但也要逐步将经济效益纳入到建筑遗产活化利用考虑范畴。文物利用必须以确保文物安全为前提,以清晰的产权机制为基础,引入更多技术手段,科学规划、合理评估、规范管理;以经济学视野来研究分析,用经济技术手段来提出解决思路,探索更为合理的建筑遗产活化利用方法。The Chinese government has issued a series of policies on the protection and utilization of cultural relics,which makes the revitalization and utilization of architectural heritage a topic of concern for the heritage preservation academia.To realize the sustainability of the revitalization and utilization of archi tectural heritage,attention must be paid to the balance of social,environmental,and economic benefits.While the former two are particularly important,it is essential to gradually incorporate economic benefits in to the consideration of the revitalization and utilization of architectural heritage.The utilization of cultural relics must be acted on the premises that the security of the relics is guaranteed and a system of clearly de fined property rights is in order.More technical means should be introduced;scientific planning,reasonable evaluation,and standardized management should be practiced.In exploring more proper approaches to the revitalization and utilization of architectural heritage,perspectives from economics should be borrowed and economic and technological means should be applied.
