新时代中国特色社会主义对外开放的经济内涵与实践路径

摘　　要：与西方国家主导的开放模式中所隐含的"中心-外围"、"核心-边缘"分布格局不同,新时代中国特色社会主义对外开放的构建理念是各国之间的命运休戚与共、互利共赢以及国际规则上的"共商共建",其包含的经济内涵十分丰富:点明了开放经济的本质是通过"打造开放共赢的合作模式"来充分利用外部资源;指出高层次开放的核心是制度型开放;新时代对外开放的关键是要建立开放型经济新体制;中国特色社会主义对外开放的核心理念是构建"人类命运共同体"。而"坚持对外开放基本国策""奉行互利共赢的开放战略""推行全面、高水平的开放格局"又是中国特色对外开放实施过程中需要遵循的三个基本原则。当前,中国的开放实践正从四个方面具体展开:大力推动"一带一路"建设,拓展开放型经济发展新空间;进口与出口并重,"引进来"与"走出去"同行;大胆探索自由贸易试验区,采取全面开放举措;积极参与全球经济治理,维护公平的国际经济秩序。Different from the distribution pattern of"center-periphery"and"core-edge"implied in the opening mode dominated by western countries,the construction concept of the opening of socialism with Chinese characteristics in the new era is a shared destiny among countries,mutual benefit and"Co-consultation and co-construction"in international rules.It contains very rich economic connotations:it points out that the essence of an open economy is"to create an open and win-win cooperation model"to make full use of external resources;it also points out that the core of high-level opening is institutional opening,and the key to opening up in the new era is to establish a new open economy system;the core concept of socialism with Chinese characteristics opening to the outside world is to build a"community of shared future for mankind"."Adherence to the basic national policy of opening to the outside world","pursuing an open strategy of human destiny",and"promoting a comprehensive and high-level opening pattern"are the three basic principles that need to be followed in the implementation of opening up to the outside world with Chinese characteristics.At present,China’s opening practice is being carried out specifically from the following four aspects:we should vigorously promote the construction of the"Belt and Road"and expand new space for open economic development;we should attach importance to import and export;we should boldly explore the free trade pilot zone and take comprehensive opening measures;and we should actively participate in global economic governance and maintain a fair international economic order.
