广州市溪流河国家森林公园总体规划策略

摘　　要：在新一轮规划体系改革背景下,厘清自然资源底数、推进"多规融合"及强化规划体系纵横向传导等成为各级各类空间规划编制工作的新要求。对标规划体系改革的核心要求,当前森林公园总体规划存在生态底线不明、"多规冲突"现象突出、总体规划与控制性详细规划传导不利等主要问题,无法满足规划体系改革的需要,也给森林公园的保护与建设带来了诸多难题。文章以"山水林田湖草"生命共同体审视森林公园,以广州市流溪河国家森林公园总体规划为例,契合"多规融合"规划编制要求,探索新时代森林公园总体规划编制要点,从生态安全、"多规协调"及规划传导三方面探讨其总体规划策略,以期对相关规划有所参考。In the new round planning system reform,it is imperative to survey natural resource and promote multiples plans integration for the compilation of different spatial plans.As to the master plan of forest parks,there are problems such as ambiguous bottom line,contradictions of multiple plans,disconnection between master plan and regulatory plan,and these have brought difficulties to the preservation and construction of forest parks.From the viewpoint of"mountain,water,forest,farmland,lake,grassland"as a life community,the paper takes Guangzhou Liuxihe forest park as an example,analyzes the problems,planning requirements,and critical points of master plan,studies planning strategies from ecological safety,multi-plan integration,and planning connection,and provides a reference for other cases.
