应对突发公共卫生事件的大型应急医疗设施规划思考

摘　　要：2020年春节前后,新型冠状病毒肺炎疫情在国内肆虐,疫情救治防控措施中,武汉市的火神山医院、雷神山医院两座大型应急医疗设施的快速建设和投用引发全球瞩目,也倒逼国土空间规划思考如何进一步完善大型应急医疗设施的规划预控。文章立足突发公共卫生事件的复杂性、破坏性及不可预测性等特点,提出大型应急医疗设施超前规划的必要性和重要性,总结梳理其规划选址的原则及规划预留预控的机制,提出对城市大型应急医疗设施的规划思考。In early 2020,the outbreak of the new coronavirus pneumonia was raging in China.Among the prevention and control measures for the epidemic,the rapid construction and commissioning of two large-scale emergency medical facilities,Huoshenshan Hospital and Leishenshan Hospital,attracted worldwide attention.Meanwhile,these hospitals also triggered city planners’ deep thought of how to improve the spatial planning of large-scale emergency medical facilities in the future.Based on the complexity,harm,and unpredictability of public health emergencies,the article puts forward the necessity and importance of advanced planning for large-scale emergency medical and health facilities,summarizes the location selection principles and planning mechanism.Finally,the paper put forward the planning and thinking of large-scale emergency medical and health facilities.
