新型冠状病毒肺炎疫情下城市防灾规划复合化体系建构思考

摘　　要：近年来,突发公共卫生事件的阴影一直笼罩着世界各地,现代交通技术和全球化的不断发展也为传染性疾病的肆虐提供了温床。本次新型冠状病毒肺炎更是由于病原体人际传播能力较强和发生在节庆期间等特点而对我国城市发展、人们生活造成严重的危害。文章对传统城市防灾规划内容进行解读,指出其存在防范灾种数量不足、对城市承灾体考虑不全面和内容缺乏统领协调的问题,提出关于城市防灾规划复合化体系建构的新思考,从国土空间规划体系下的总体规划、详细规划和城市综合防灾专项规划3个层面提出具体构建策略,以期为城市未来公共卫生安全防控和健康发展提供参考。Public health emergency events have shadowed the world in recent years.Modern transportation and globalization have to an extent helped the raging of infectious diseases.The COVID-19 breaks out during spring festival and have brought severe damages to urban development and people’s life.The paper studies the content traditional urban disaster prevention planning,indicates its defects in disaster categories,disaster carriers,consideration in integration of contents,proposes new thoughts on the composite system of urban disaster prevention planning at master plan,detailed plan,and regulatory plan levels.It provides a reference for epidemic prevention and control and healthy development of urban public health security.
