摘  要:耗散结构理论为剖析政府创新系统运行规律,推动政府创新系统实现协同有序的高质量发展,提供了崭新、全面的研究范式。从耗散结构论阈审思,政府创新是一个耗散结构系统,满足耗散结构开放性、远离平衡态、非线性与涨落的要求;政府创新系统的耗散结构运行经历了形成、发展与衍化三个阶段,呈现出从失序到新的有序的螺旋上升规律。运用定性比较分析方法,对政府创新系统实现耗散结构运行所需要的基本条件加以识别,在此基础上,提出建立开放的政府创新网络、协同合作机制与动态管理机制,丰富多元参与方式,营造良好的创新环境对于政府创新系统实现不断朝着新的、更加成熟层次的协同有序发展具有重要作用。The theory of dissipative structures provides a newer and more comprehensive paradigm for analyzing government innovation system s motion disciplines and promotig its synergetic,orderly and high-quality development.From the perspective of dissipative structure theory,we find that,government innovation system is a dissipative structures system,which satisfies the requirements of dissipative structures:openness,far from equilibrium,nonlinear and fluctuation.The dissipative structures motion of government innovation system experiences three phrases:formation,growth and derivation and presents a spiral development in the virtuous circle from disorder to a new order.On this basis,this paper identifies the basic conditions which are needed for government innovation system s synergetic evolution by using QCA,and then the paper proposes that building an open government innovation network,a synergistic cooperation mechanism,and a dynamic management mechanism,enriching multi-participation ways and creating a nice environment for government innovation are important for newer,higher level and synergetic development.
