论“大棚房”死灰复燃的成因及其对策

摘　　要：近些年来"大棚房"问题日益突出,耕地及农业基础用地非农化问题日益严重,严重侵占了国家耕地,危害了国家粮食安全。实际上,从2009年起国家就要求各省市区自查,整治拆除"大棚房",停止占用耕地。但时至今日,十多年过去了,"大棚房"问题不仅没有被根治,反而有"野火烧不尽"之势。本文从"大棚房"问题如何产生、"大棚房"问题死灰复燃的原因及其造成的不良影响等方面对"大棚房"问题进行深入探究与分析,并提出了相应对策。In recent years,the problem of "greenhouses"has become increasingly prominent,and the problem of non-agricultural conversion of cultivated land and agricultural base land has become increasingly serious,seriously occupying the country’s cultivated land and endangering the country’s food security. In fact,since 2009,the state has required all provinces and cities to conduct self inspection,renovate and demolish "greenhouses"and stop occupying cultivated land. But now,more than a decade has passed,not only has the problem of "greenhouses"not been cured radically,but there is a "wildfire burning"potential. This paper probes into the problems of"greenhouses"from the aspects of how they come into being,the causes of"greenhouses"re-emerging and their adverse effects,and puts forward the corresponding countermeasures.
