中外环境规制差异对制造业出口的影响

摘　　要：利用中国对59个国家制造业出口总额和出口国内增加值面板数据,就国内外环境规制差异对制造业出口的影响进行估计,发现环境规制差异对制造业总出口影响不显著,但对国内增加值影响为负且十分显著;考察环境规制对制造业增加值影响的机制,发现环境规制主要通过FDI、技术创新以及物质资本变化对出口产生影响;分组研究结果表明:整体上环境规制水平的提高将降低我国制造业出口,环境规制的创新补偿作用不能抵消成本增加效应;从分行业看,环境规制对污染行业影响影响不显著(影响污染行业出口的主要因素依然是要素禀赋),但对清洁行业影响显著为负。Based on panel data of China's total exports of manufacturing industries and domestic value-added exports to 59 countries,this paper estimated the impact of environmental regulation gap on manufacturing exports,and found the impact on total export of manufacturing industries was not significant,while negative and significant on domestic value-added.We examined the mechanism of environmental regulation effects on manufacturing domestic value-added exports,and concluded that FDI,technological innovation and changes in physical capital were decisive factors.The results of grouping estimation showed that the overall improvement of environmental regulation level would reduce China's manufacturing exports,and the innovation compensation effect of environmental regulation cannot offset the cost increase effect;while from the perspective of sub-industries,the impact of environmental regulation on dirty industry was not significant,and the main factor affecting the export of the pollution industry was still factor endowment,but the impact on the clean industry was significantly negative.
