摘　　要：稀疏的环境监管以及欠佳的环保意识使得农村地区的污染问题越发严重。为了在保持农村企业发展速度的同时降低企业风险,保护自然环境,环境责任保险制度应运而生。本文对环境责任保险制度进行分析与阐述,寻找该制度在农村地区适用中存在的问题并提出完善建议。Sparse environmental supervision and poor environmental awareness make the pollution problem in rural areas more serious. In order to keep the development speed of rural enterprises while reducing the risk of enterprises and protecting the natural environment, the environmental liability insurance system came into being. This paper analyzes and expounds the environmental liability insurance system, looks for the problems existing in the application of the system in rural areas and puts forward some suggestions for perfection.
