摘　　要：政府数据开放是公共管理研究的热点议题。公务员是推动政府数据开放的关键主体,激励公务员的积极性对全面推进政府数据开放至关重要。本文基于社会技术模型与计划行为理论,构建了包含技术技能、基础资源、数据治理等技术因素和态度、主观规范、感知行为控制等因素作用于公务员推动政府数据开放意愿与行为影响的整合模型。基于公务员的调研数据,运用结构方程模型与中介效应分析,探索技术因素如何影响公务员推动政府数据开放意愿与行为,为提出政府数据开放的管理实践启示提供微观层面的经验支持。Government data opening is a hot topic in public management research.Civil servants are the key subjects to promote the government data opening.Stimulating the enthusiasm of civil servants is crucial to the overall promotion of opening government data.Based on the social tech nology model and the theory of planned behavior,this paper constructed an integrated model that included the influences of technical factors(such as technical skills,basic resources and da ta governance),attitude,subjective norms and perceived behavior control on the willingness and behavier of civil servants to promote government data opening.The structural equation model and mediating effect were used to analyze the investigation data of civil servants,explore how the technical factors affect the willingness and behavior of civil servants to promote the govern ment data opening,and provide micro-level experience support for the management practice en lightenment of government data opening.
