摘　　要：脱贫攻坚不仅是要使贫困人口如期全部脱贫,还要使贫困地区经济社会发展上一个台阶。中共中央总书记、中国国家主席习近平指出,深度贫困地区党委和政府要坚持把脱贫攻坚作为“十三五”期间的头等大事和第一民生工程来抓,坚持以脱贫攻坚统揽经济社会发展全局。The goals of China’s poverty elimination campaign are to lift all disadvantaged people out of poverty, and to bring local economicand social development to a higher level. Xi Jinping has demanded that the local authorities and Party committees in severelyimpoverished areas make poverty elimination their top priority and the most important project for improving the people’swellbeing during the 13th Five-year Plan period (2016-2020). They should focus on poverty elimination in local overall socialand economic development.
