共生视角下高技术产业团体标准利益平衡与政府对策研究

摘　　要：基于共生视角,分析了高技术产业团体标准化中的利益失衡表现,并构建了利益平衡“中心钻石”模型,探讨了高技术产业团体标准利益平衡机理,指出为了实现团体标准的利益平衡,必须妥善处理好团体标准提供者、中间使用者和终端使用者三者之间的利益互动关系,同时积极发挥政府与市场重要的利益平衡外部驱动因素作用然后,通过对北京长风信息技术产业联盟利益平衡的案例研究发现,良好的共生单元协作关系、合理的管理运行模式和有利的外部环境有助于促进高技术产业团体标准实现利益平衡,并且,从引导者、协调者、监管者和采购者四类角色角度提出了政府对策建议,以期推动高技术产业团体标准健康发展和经济提质增效.Based on the symbiotic perspective,this paper analyzes the interest imbalance in the association standardization of high-technology industry,and discusses the mechanism of interest balance in this kind of standard setting by constructing the"central diamond"model.It is points out that in order to realize the balance of interests in association standards,it is necessary to properly deal with the interest interaction among association standard providers,intermediate users and end users.At the same time,the government and the market are important external drivers of interest balance.Then,through the case study of the balance of interests in standardization of Changfeng In formation Technology Industrial Alliance of Beijing,it is found that well-shaped cooperative relationship among symbiotic units,reasonable management and operation modes and favorable external environment will help to promote the balance of interests in association standards of high-tech industry.In addition,the government countermeasures and suggestions are put forward from the point of view of the roles of guiders,coordinators,regulators and buyers,aiming at promoting the healthy development of association standards of hightech industry and improve economic quality and efficiency.
