摘　　要：亚太经济合作组织(APEC)自成立以来,在推进贸易投资自由化方面取得了显著成效,关税和非关税壁垒大幅削减,服务业总体开放程度提高,投资准入门槛降低,但与亚太地区自由与开放的贸易投资目标仍存在一定差距。当前,APEC面临国际环境、内部机制、议题领域、成员利益以及与区域内其他合作机制关系等方面的挑战。为此,APEC需要进一步完善机制,以亚太自贸区建设作为新动力,打造更加包容普惠的贸易投资自由化,并发挥国际经贸规则制定的试验场作用。作为APEC重要成员之一,中国应积极参与和引领APEC机制的改革,推动构建全面、高质量的亚太自贸区,将"共商、共建、共享"的新理念融入APEC贸易投资自由化进程,并利用APEC平台参与国际经贸规则的制定。Since its establishment, the Asia Pacific Economic Cooperation(APEC) has made remarkable achievements in promoting trade and investment liberalization. Tariff and non-tariff barriers have been greatly reduced.The overall openness of the service industry has been improved, and the threshold for investment access has been lowered. However, there is still a certain gap between APEC and the free and open trade and investment objectives of the Asia Pacific region. At present, APEC faces a series of new challenges in terms of international environment, internal mechanism, topic areas, member interests and relations with other cooperation mechanisms in the region. Therefore, APEC needs to further improve its mechanism, take the construction of the Free Trade Area of the Asia Pacific(FTAAP) as a new driving force, build more inclusive trade and investment liberalization, and play a role as a test ground for international economic and trade rules. As an important member of APEC, China should take an active part in and guide the reform and improvement of the APEC mechanism, promote the construction of a comprehensive and high-quality FTAAP, integrate the new concept of "extensive consultation, joint contribution and shared benefits" into the APEC trade and investment liberalization process, and make use of the APEC platform to participate in the formulation of the international economic and trade rules.
