民族政策多维分析框架的尝试性构建

摘　　要：一方面由于民族问题内在的复杂性与敏感性,另一方面由于缺乏一套行之有效的民族政策分析框架,旨在调节民族关系的民族政策经常在政策目标、政策价值等方面引发争议。基于民族理论概念体系中的若干二元对立,民族政策的多维分析框架提炼出管理与服务、社会融合与民族独特性、发展与稳定、族裔身份与公民身份等四个具有张力的维度。在多维框架下运用公共政策分析的基本方法对民族政策进行定位,能够增强民族政策分析在理论上的系统性和实践上的有效性。Ethnic policies aimed at regulating ethnic relations often cause disputes in policy objectives,policy values,etc.,resulting from the inherent complexity and sensitivity of ethnic issues on the one hand,and the lack of an effective framework for ethnic policy analysis on the other hand.Based on the dualistic oppositions in the concept system of ethnic theory,four tension dimensions have been proposed in the multi-dimensional analysis framework of ethnic policy:management and service,social integration and ethnic uniqueness,development and stability,ethnic identity and citizenship.It is feasible to enhance the theoretical system and practical effectiveness of ethnic policy analysis by the basic methods of public policy analysis to position the ethnic policy in the multi-dimensional framework.
