现场勘查能力培养评价指标的量化研究

摘　　要：公安机关现场勘查人员的胜任能力不足,根本原因是在校培养期间考核单一。为了落实"向公安教育要警力",公安院校创新现场勘查能力的培养模式势在必行。根据"以考促学"的教改方案,建立一套分等级、分水平、分专业、精细化的实训考核评价指标,即"初级、中级、高级"能力等级指标和"A级、B级、C级"水平等级评价指标。把现场勘查能力进行评价指标的量化,以提升能力考核的效度,完善公安院校现场勘查人才培养的教学质量评价的监控体系。The insufficient competent ability of the crime scene investigators in the public security organs is primarily attributed to the monotonous examinations during their college education.To implement"turning to police education for police forces",it is imperative to innovate the training model of scene investigation ability in public security colleges.Based on the educational reform program of"promoting learning by examinations",efforts need to be made to establish a set of practical training evaluation indicators with grades,levels,specialties and refinements.Namely"primary,intermediate and advanced"ability level indicators and"A,B,C"level evaluation indicators,and quantify the evaluation index of the crime scene investigation ability with a view to improving the validity of ability assessment and the monitoring system for teaching quality evaluation of scene investigation talents in public security colleges.
