摘  要:建立水利信息化测度模型,对于水利信息化工作的开展和指导有着重要的科学和现实意义。依据我国开展水利信息化工作以来,在全国范围内进行的水利信息化发展状况调查工作中所获取的基础数据和水利信息化发展的实际情况,参考国际上普遍使用的信息化发展程度评估方法,提出了一种基于德尔菲法和云模型的水利信息化测度研究方法,并结合2012-2015年度中国水利信息化发展报告中提供的统计数据,对研究方法展开论述。本研究在一定程度上提升了水利信息化发展程度评价的科学客观性,为实现水利信息化阶段目标提供现状分析和决策参考。It is of great scientific and practical significance to establish the measurement model of water conservancy informatization for the development and guidance of water conservancy informatization.Based on the basic data obtained from the nationwide investigation of the development of water conservancy informatization since the water conservancy informatization was carried out in China and the actual situation of the development of water conservancy informatization,referring to the international commonly used evaluation method for information development degree,this paper put forward a research method of water conservancy informatization measurement based on Delphi method and cloud model,and discussed the research method in combination with the statistical data provided in the development report of China's water conservancy informatization from 2012 to 2015.To some extent,this study improves the scientific objectivity of the evaluation of the development degree of water conservancy informatization,and provides the current situation analysis and decision-making reference for the realization of the goal of water conservancy informatization stage.
