摘 要:建设高效、有序的口岸通关环境,是构建对外开放新格局的前提条件,有利于实现经济全球化和贸易自由化。作者基于贸易便利化视角,按照“协同关系—协同模式—协同对策”的研究范式,深入剖析了口岸通关协同机制。研究结果表明:口岸通关协同系统由行政相对人、行政执法管理机关以及地方政府部门三类主体要素构成,且包含横向合作协同模式和纵向层级协同模式;口岸通关协同本质上是一种多主体利益需求协调优化的合作性博弈。在此基础上,从口岸改革目标、口岸治理结构、口岸规划布局三方面提出了促进我国口岸通关协同发展的对策建议。The construction of an efficient and orderly port clearance environment is a prerequisite for building a new pattern of opening up,which is conducive to realizing economic globalization and trade liberalization.From the perspective of trade facilitation,this paper analyzes in depth the collaborative mechanism of port clearance based on the research paradigm of collaborative relationship-collaborative model-collaborative countermeasure.The results show that the port clearance system involves three kinds of entities including private parties,law enforcement authorities and local government offices,operated through the horizontal cooperation model and the vertical collaboration model;port clearance collaboration is essentially a kind of cooperative game of coordination and optimization in the interest of multiple agencies.Finally,the paper puts forward some suggestions on how to promote the port clearance collaborative development from the aspects of port reform objectives,port governance structure and port planning layout.
