全面建成小康社会背景下的中国社会治理变迁

摘　　要：全面建成小康社会是我国实现社会治理现代化的一个重要阶段。根据社会自身的治理逻辑,在迈向全面建成小康社会的历史征程中,中国社会治理变迁主要经历了“组织起来”“活跃起来”“和谐起来”“共享起来”四个发展阶段,并分别围绕“巩固新生政权”“服务经济发展”“维护社会稳定”“实现社会公平”的中心任务而展开,形成和体现了社会治理变革的“革命思维”“市场思维”“民生思维”“人民思维”。纵观四个阶段的社会治理变革,每个阶段既具有自身的相对独立性,又体现出较强的内在延续性,并在多重交织中形塑和构造了中国社会治理的特色和品质。透过中国社会治理变迁轨迹,在探索和形成中国特色社会主义社会治理道路的过程中,有六点经验尤为宝贵:坚持中国共产党的领导,坚持促进经济快速发展,坚持维护社会和谐稳定,坚持尊重社会治理规律,坚持调整优化社会结构,坚持完善社会治理制度。充分把握社会治理变迁规律,有助于更好地推进中国社会治理现代化。Building a well-off society in an all-round way is an important stage for China to realize the modernization of social governance.According to the society’s own governance logic,the changes in China’s social governance have undergone four stages of development:“organizing the society”,“activating the society”,“harmonizing the society”,and“sharing the society”,and focused on the central tasks of“consolidating the new government”,“serving economic development”,“solving social contradictions”,and“promoting social fairness”.Throughout the four stages of social governance reform,each stage not only has its own relative independence,but also reflects a strong inherent continuity.Thus it and has shaped and constructed its own governance characteristics and qualities in multiple interweaving.Looking back on the changes in social governance in the past 70 years,there are six points that are particularly valuable:that is,adhering to the CPC leadership,insisting on promoting rapid economic development,maintaining social harmony and stability,adhering to the rules of social governance,and adhering to the optimization of social structure,adhering to improving the social governance system.To fully grasp the law of social structure changes will help to better promote the modernization of China’s social governance.
