国际军民融合发展模式研究及对中国的启示

摘　　要：推动军民融合发展是实现国家国防建设和经济社会发展共同进步的重要途径。研究美国、俄罗斯、欧盟、以色列、日本等发达国家军民融合发展模式,分析不同模式对国家国防工业及经济社会发展的影响作用,厘清我国军民融合发展遇到的问题,并在发展模式、体制机制、政策制度、法律法规、平台建设等方面提出启示和建议。Promoting Civil-Military Inosculation is an important way to achieve common progress in national defense construction and economic and social development.This paper studies the development model of civil-military inosculation in developed countries such as the United States,Russia,the European Union,Israel and Japan,analyses the influence of different models on national defense industry and economic and social development,clarifies the problems encountered in developing the civil-military inosculation in China,and puts forward some enlightenment suggestions on the development model,institutional mechanism,policy system,laws and regulations,and platform construction.
