“育儿友好”视角下城市竞争力提升启示——以日本流山市为例

摘　　要：在解读城市竞争力及育儿友好相关理论基础上,分析两者之间通过人力资源可持续发展存在耦合关系。结合日本少子化背景下人力资源增长显著、在筑波快线沿线城市竞争中脱颖而出的流山市作为案例研究,分析其运用"育儿友好"城市主题,使人力资源可持续发展、城市满意度和知名度不断提高的成功经验,引申出适应我国育儿友好城市提升城市竞争力的实践建议:构建优先育儿保障的部门及协调机制+育儿相关法律政策的循环制定及动态影响评估+完善精细化的城市空间载体+提升城市服务水平+打造城市品牌营商环境,为推进我国城市尤其是中小城市可持续发展提供参考思路。Based on interpreting the theory of urban competitiveness and parenting friendliness, it is analyzed that there is a coupling relationship between the two through the sustainable development of human resources.Taking Naganeyama-Shi city in Japan as example, which has made remarkable growth in population resources under the background of Japan′s declining children, and it stands out from the competition in the cities along the Tsukuba Express Line. Using the urban theme of "Child-raising Friendly", from the three aspects of policy, space and service, Naganeyama-Shi City implements the policy of "child-friendly + urban marketing", optimizes the urban environment and enhances the welfare of residents, So that it make human resources sustainable development, urban satisfaction and popularity continue to improve. It introduce practical suggestions for adapting China′s child-friendly cities to enhance urban competitiveness: establishing a priority parenting security department and coordination mechanism +parenting related legal policy cycle development and dynamic impact assessment + improving the refined urban space carrier + improve urban service level + creating a city brand business environment. Thus,it provides a reference to promote China′s cities, especially small and medium-sized cities Sustainable development.
