摘 要:交通运输是贫困地区脱贫攻坚的基础性和先导性条件。以交通扶贫为基本出发点,探讨在资金不足的情况下,如何合理分配农村公路资金。通过构建农村公路优先发展评价指标体系,采用基于遗传算法的投影寻踪模型评价陕西省集中连片特困区中榆林市、汉中市、安康市、商洛市、咸阳市和宝鸡市等6个地区的经济社会和农村公路发展情况,并利用波士顿矩阵分析片区农村公路的优先发展序列。结果表明:6个地区中,汉中和宝鸡为优先发展地区,次优先发展地区为咸阳,其次是安康和商洛,最后为榆林。Transportation is the basic and leading conditions precedent for getting rid of poverty in under-developed areas.Taking the transportation poverty alleviation as the basic starting point,in this paper,how to allocate rural highway funds reasonably under insufficient funds is studied.By establishment of the evaluation index system for development priority of rural highways,the projection pursuit model based on genetic algorithm is adopted to evaluate the economic and social development and rural road development in six areas of Yulin city,Hanzhong city,Ankang city,Shangluo city,Xianyang city and Baoji city where poverty is concentrated for the Shaanxi Province,and the priority development sequence of rural highways in the area is analyzed by using Boston matrix.The results indicate that among the six areas,Hanzhong and Baoji are the key areas,following is the Xianyang,then is Ankang and Shangluo,and Yulin is in the last sequence.
