摘 要:具有快速、精准、瞬时吞吐能力大的规模化储能承担自动发电控制(automatic generation control,AGC)为各控制区二次调频提供了一种优质资源。为了对不同电源结构特征的应用场景配置合理规模的储能资源,提出了采用CPS(Control performance standard)指标评估的储能容量配置方法。首先,针对我国形成的以火电、水电为主的两种电源结构构建了计及爬坡率约束及调频容量限制的火电、水电互联系统仿真模型。然后基于调频工况分析,考虑丰、枯水期各电源特性,提出了不同工况的调频指令分配方法。最后,通过仿真计算量化储能的贡献程度验证了不同场景储能调频需求具有差异性,并采用CPS性能评估指标及其改善情况得出不同场景储能容量配置的性能极值、经济极值。所提模型和研究结果对于合理规划各控制区储能容量具有重要的指导意义。The large-scale energy storage with fast,accurate and instantaneous throughput capability undertakes automatic generation control to provide a high-quality resource for secondary frequency regulation in each control area.In order to allocate a reasonable-scale energy storage resource to the application scenarios of different power structure features,a storage capacity allocation method using CPS index evaluation is proposed.First,for the two power supply structures based on thermal power and hydropower formed in China,a simulation model of thermal power and hydropower interconnection system is proposed.Then,on the basis of the analysis of the frequency regulation condition and the consideration of the power characteristics of the abundance and dry season,the frequency allocation instruction method for different working conditions is proposed.Finally,the degree of contribution of the quantified energy storage by simulation calculation verifies that the energy storage frequency modulation requirements of different scenes are different,and the performance extremes and economic extremes of the energy storage capacity configuration in different scenarios are obtained by using the CPS performance evaluation index and its improvement.The proposed model and research results have important guiding significance for rational planning of energy storage capacity in each control area.
