山东省创新驱动发展战略的路径研究

摘　　要：从整体经济形势分析山东省实施创新驱动发展战略的基础,并根据创新驱动主体、创新环境两大要素构建创新驱动过程模型,理清创新驱动发展战略的关键问题,提出山东省实施创新驱动"一圈两创"+"四体联动"+"三境合一"的发展路径,即发挥市场机制配置创新资源的作用,建立创新驱动市场圈、对接创客和众创空间"一圈两创";推进企业、政府、科研机构和高校、创客等多元主体协同互动"四体联动";完善创新融资机制、创新载体、创新文化建设三大环境因素"三境合一"。Based on the overall economic situation,this paper analyzes the basis of implementing innovationdriven development strategy in shandong province,and builds innovation-driven process model based on the two factors of innovation-driven main body and innovation environment,and untangle the key issues of innovationdriven development strategy.Finally,it puts forward the development path of the innovation driving"one circle and two gen"+"four body linkage"+"the integration of the three countries"in shandong province,namely,the role of market mechanism in the allocation of innovative resources,and the establishment of an innovation drive market circle,and the"one circle and two innovation"of the innovation drive market,and the joint creation and innovation space.To promote the"four-body linkage"between enterprises,government,scientific research institutions,universities and makers,etc.We should improve the environment of financing mechanism,innovation of service environment and innovation driving environment of cultural construction environment.
