长江经济带高等教育竞争力测度及空间布局研究

摘　　要：区域高等教育竞争力是一个地区的高等教育系统在人才培养、科学研究、社会服务等方面参与国内和国际竞争时具有的综合优势。基于国家竞争优势理论,构建了区域高等教育竞争力评价指标体系。运用ArcGIS软件对长江经济带11个省市的高等教育竞争力水平及其空间布局展开研究。结果表明,长江经济带各省市之间的高等教育竞争力水平差异显著,空间分布不均。下游地区综合竞争优势显著,上游的四川和中游的湖北分别是所在区域的"增长极",其余省市的发展较为缓慢。建议下游地区整合优质资源,加快建设以"华东七校"为龙头的"长三角世界一流大学群",引领国家战略性新兴产业发展;中游地区依托"华中五校",着力打造"中三角世界一流大学群",带动区域高新技术产业发展;上游地区用好用足政府的扶持政策,加快提升高等教育竞争力,服务地方特色产业发展。Regional higher education competitiveness is a comprehensive advantage that the regional higher education system has when it participates in domestic and international competition in talent cultivation,scientific research and social services.On the basis of National Competitive Advantage Theory,the evaluation index system of regional higher education competitiveness is established.The level of higher education competitiveness and spatial distribution on 11 provinces of the Yangtze River Economic Zone are studied with ArcGIS software.The study found that the level of higher education competitiveness in Yangtze River Economic Zone is significantly different and spatial distribution is uneven.The downstream regions have obvious comprehensive competitive advantages.The upstream Sichuan and the midstream Hubei are the"growth poles"of their respective regions,while the rest of the provinces are relatively slow in development.It is suggested that the downstream areas should integrate high-quality resources,accelerate the construction of"World-Class University Cluster of Yangtze River Delta"with"Seven Universities in East China"as the leading role,and lead the development of National Strategic Emerging Industries.Relying on the"Five Universities in Central China",the middle reaches region is striving to build"World-Class University Cluster of the Middle Triangle"and drive the development of regional high-tech industry.The upstream regions should take full advantage of the supportive policies of local governments to accelerate the promotion of the competitiveness of higher education and serve the development of local characteristic industries.
