摘 要:针对科技活动对不同生产部门发展促进作用差异性的测量难题,建立单因素超效率数据包络分析(DEA)模型,通过文献分析法界定科技支持效率的测算指标,并结合投入产出分析度量科技活动向其他生产部门的"完全"流动,最终测算出科技活动对中国主要生产部门总产出增长的支持效率。研究发现:中国不同生产部门之间的科技支持效率存在巨大的差异性,石油、金融、建筑等规模化生产行业的科技支持效率明显较高,水、燃气供应等生活服务行业的科技支持效率则明显较低,但近10年来整体的科技支持效率呈现明显的下降趋势。In view of the difficult problem of measuring the difference of the role of science and technology activities in promoting the development of different production sectors,this paper establishes a single factor super-efficiency data envelopment analysis(DEA)model,defines the measurement index of science and technology support efficiency through literature analysis,and measures the"complete"flow of science and technology activities to other production sectors combined with input-output analysis.The research finds that there are great differences in the efficiency of science and technology support among different production sectors in China,the efficiency of science and technology support in large-scale production industries such as oil,finance and construction is obviously higher,and the efficiency of science and technology support in the life service industries such as water and gas supply is obviously lower,but the overall efficiency of science and technology support in the past 10 years has shown a significant downward trend.
