大数据背景下的重点人口管控问题研究

摘　　要：重点人口管控是基层公安机关维护和保障区域社会治安的一项重要基础性工作。我国公安机关对于重点人口的管控模式还停留在对历史的、静态的信息进行评估,传统的重点人口管控工作在管控流程、管控对象和管控方法上,还存在漏管、缺管、管控不到位的问题。在大数据的背景下,构建重点人口管控模式,依托大数据的采集整合,拓宽列管渠道;依托大数据的关联比对,做实日常管控;依托大数据的分析预测,提前感知犯罪,是加强和改进新形势下的公安人口管理工作的有效路径选择,也是推进公安人口治理能力现代化的迫切要求。Key population control is an important and fundamental task for the Public Security Bureau to maintain and safeguard regional public security.The Public Security Bureau’s management and control model for the key population is still based on the assessment of historical and static information.There are still problems of inadequate control in the traditional key population control work about the control process,control objects and control methods.In the context of the Big Data,the construction of a key population control model is relying on the collection and integration of Big Data to broaden the pipeline channels;relying on the correlation and comparison of the Big Data to do daily management and control;relying on the analysis and prediction of the Big Data to sense crimes in advance.It is an effective way to strengthen and improve the public security population management under the new situation,and it is also an urgent requirement to push forward the modernization of public security population governance capability.
