摘　　要：随着人类对国际海底区域探索的进一步深入,对其资源的利用也将步入新的开发阶段。国际社会对国际海底区域海洋环境保护的关切也随之达到前所未有的新高度。区域环境管理计划作为海洋环境保护的重要内容,在现有实践当中面临海洋管理分割性与海洋环保一体性的冲突、区域环境管理计划的法律拘束力、环境数据收集利用以及财政等方面的问题。厘清现有国际海底区域内区域环境管理计划实践当中所面临的问题,对于开展新的区域环境管理计划具有重要的现实意义。而对现有区域环境管理计划的实践过程加以分析,能为完善国际海底区域海洋环境保护的框架体系和应对海洋环境保护领域的新挑战提供借鉴。With the further exploration of the Area,the use of its resources will enter a new stage of development,and the international community is concerned about the protection of the marine environment in the Area to an unprecedented extent.“Regional Environmental Management Plan”(“REMP”),as an important part of marine environmental protection,is faced with division of functions of each agency,legal binding,environmental data collection and utilization and financial problems in the existing practice.To clarify the problems faced in the practice of REMP in the existing Area is of great practical significance for the development of the new REMPs.The analysis of the practical process of the existing REMP can provide reference for perfecting the framework system of marine environmental protection in the Area and responding to the new challenges of marine environmental protection.
