摘　　要：针对现行地震应急预案未充分考虑灾害叠加情景处置措施的短板,结合抗击新冠肺炎暴露出特别重大突发公共卫生事件应急预案实施中存在的困难与不足,提出改进我国特别重大地震灾害应急预案编制工作的建议。Because the current emergency plan for earthquake does not contain the measures to deal with disaster superposition,the paper puts forward some suggestions to improve the emergency plan for significant earthquake disaster based on the deficiencies and problems of the significant public health emergency plan exposed in fighting against COVID-19.
