基于分类视角的中国陆地边境地区人口发展状况及其对策

摘　　要：基于2000年和2010年人口普查分县数据,以136个边境县界定边境地区,比较了边境地区人口与全国人口的现状及十年间变化的差异。同时,依据不同边境地区的自然环境、经济发展水平、接壤国家经济发展水平、接壤国家社会稳定情况以及与我国的外交关系的差异性,将我国陆地边境地区划分为东北边境地区、西部边境地区和西南边境地区三种类型,比较了三类边境地区人口发展状况,研究发现三类边境地区人口发展差异较大,东北边境地区人口发展面临的主要问题是人口流失严重;西部边境地区人口发展面临的主要问题是经济社会发展缓慢、各民族人口发展不均衡;西南边境地区人口发展面临的主要问题是经济社会发展缓慢、人口跨境流动活跃。并相应提出应多措并举稳住东北边境地区人口适度规模,加快西部边境地区经济社会发展,稳定少数民族人口增长率、提升汉族人口比重、促进各民族交往交流交融,加强西南边境地区人口跨境流动管理,消除潜在安全风险等政策建议。Based on the data of the 2000 and 2010 census sub-counties,this paper defines the border areas by 136 border counties,compares the current situation of the population of the border areas with the national population and the differences in the past ten years. In addition,based on the natural environment of different border areas,the level of economic development,the level of economic development of border countries,the social stability of border countries and the differences in diplomatic relations with China,this paper divides China’s land border areas into three types of Northeast Border Areas,Western Border Areas and Southwest Border Areas,compares the population development of the three border areas. The study found that the population development of the three types of border areas is quite different,the main problems facing population development in Northeast Border Areas are serious population loss,the main problems of population development in Western Border Areas are slow economic and social development and uneven population development of all ethnic groups and the main problems of population development in the Southwest Border Areas are the slow economic and social development,plus an active cross-border movement of people.This paper correspondingly put forward more measures and to stabilize the moderate size of the population of the Northeast Border Areas,accelerate the economic and social development of the border areas of Western Border Areas,stabilize the growth rate of ethnic minority population,increase the proportion of the Han population,promote exchanges and integration among ethnic groups,strengthen the management of cross-border migration of population in the Southwest Border Areas,eliminate potential security risks and other policy proposals.
