摘　　要：主要采用文献资料法,系统梳理了申奥成功以来日本国家层面颁行的主要体育政策,认为这些政策具有以下特征:以奥运会为中心进行积极干预以确保奥运会顺利出彩;通过中央体育行政一体化等进一步完善体育制度建设;以遗产理念统领奥运会筹办实现多元目标;突破“只管不办”治理边界以构建日本式举国体制,但社会体育发展僵局待破,前景或将迷茫。建议:结合我国体育事业发展实际,以2022北京冬奥会为契机,补上冰雪强国建设的制度短板;以冬奥会为平台向世界展示中国创新,创造更多的奥运遗产;激活企业体育发展活力,助推竞技体育体制改革和体育社会组织发展;加强组织协同,构建更加高效的奥运备战和保障体系。The primary sports policies issued by Japan at the national level since the successful bid for the Olympic Games were systematically analyzed by using the method of literature review.It's concluded that the policies have the following characteristics:to intervene actively with the Olympic Games as the focus to ensure the success of the Olympic Games;to further improve the construction of the sports system through the integration of the central sports administration;to lead the preparation of the Olympic Games with the concept of heritage to achieve multiple goals;to break through the governance boundary of"administration only"to build a Japanese style national system.But the deadlock of social sports development remains to be broken,with a blurry future.Therefore,the following suggestions are offered:to take advantage of 2022 Beijing Winter Olympic Games to make up for the institutional weaknesses in the construction of ice and snow power according to the actual development of China;to take the Winter Olympic Games as a platform to show the world the innovation in China and to create more Olympic heritage;to activate the vitality of enterprise sports development,to boost the reform of competitive sports system and the development of sports social organizations;to strengthen organizational coordination and to build a more efficient Olympic preparation and security system.
