摘  要:人才作为创新活动的源头活水,是全面提升创新效率、实现经济高质量增长的重要"利剑",全面提升就业质量成为各地区吸引和留住人才进而提升区域创新效率的重要手段。本文基于2011~2018中国大陆30个省(区、市)的省级面板数据,在使用改进的CRITIC法测算中国区域就业质量得分与随机前沿模型测算的区域创新效率的基础上,将创新效率分为技术创新效率和商业转化效率,基于非效率模型分析就业质量所包含的劳动报酬、就业能力与就业环境3个层次性内涵对区域创新效率的影响。研究结果表明:我国各地区的就业质量存在明显差异,创新效率存在较大的提升空间,而就业质量的"非效率"则是我国创新效率损失的主要因素。此外在就业质量较高和居中的地区,提升就业质量对技术转化效率的提升作用较大,而在就业质量较低的地区,提升就业质量对商业转化效率的提升作用较大。Talent as the source of innovative activities is an important sword to comprehensively improve innovation efficiency and achieve high-quality economic growth,so comprehensively improving the quality of employment has become an important means to attract and retain talent and enhance regional innovation efficiency.Based on the provincial panel data of 30 provinces in China's Mainland from 2011 to 2018,this study uses the improved CRITIC method to measure regional employment quality in China,uses SFA model to measure the regional innovation efficiency and divides the innovation efficiency into technological innovation efficiency and business transformation efficiency.Furthermore,based on the inefficiency model,this paper analyses the influence of three levels of connotation of labor remuneration,employment ability and employment environment on regional innovation efficiency.The results show that there are obvious differences in employment quality and innovation efficiency in different regions of China.The"inefficiency"of employment quality is the main factor for the loss of innovation efficiency in China,and in high-quality and middle-ranking areas,improving employment quality plays a greater role in improving the efficiency of technology transformation,while in low-quality areas,improving employment quality plays a greater role in improving the efficiency of business transformation.
