洛阳市疾控系统慢性病防控人力资源分析

摘　　要：目的对洛阳市疾控系统慢性病防控人力资源现状进行分析评价,为洛阳市慢性病防控策略制定提供依据。方法通过“全国慢性病预防控制能力调查(疾控系统)”网络问卷,对2017年洛阳市疾控系统的慢性病预防控制能力进行回顾性调查,运用SPSS19.0统计分析调查数据。结果洛阳市慢性病防控人员主要为大专学历、预防医学或公共卫生医学专业,分别占比52.5%、27.9%;无职称、初级和中级职称分别占34.4%、36.1%、23%,副高及以上职称占6.5%。专职从事慢性病防控的人员占82%。以慢病防控为主要职责的科室占50.8%。结论对于目前严峻的慢性病防控形势,洛阳市慢性病防控人力资源仍然不足。需要政府层面高度重视,进一步加强疾控系统人才队伍建设。Objective To analyze the status of human resources in the prevention and control of chronic diseases in the disease control system of Luoyang City,so as to provide the evidence for the development of prevention and control strategies for chronic diseases.Methods All the centers for disease control and prevention(CDCs)in Luoyang City were retrospectively surveyed by on-line questionnaire system of“The National Capacity Survey on Chronic Disease Prevention and Control(Disease Control System)”in 2017,the data were analyzed by SPSS19.0.Results The personnel of chronic disease prevention and control in Luoyang City mainly had the college degrees,with the preventive medicine specialty or public health medicine specialty(52.5%,27.9%).The ratios of personnel without professional title,with the junior professional title,the medium-grade professional title,and sub-high title and above were 34.4%,36.1%,23.0%,and 6.5%respectively.The full-time staff accounted for 82%,and there were 50.8%of the departments with chronic disease prevention and control as their main responsibility.Conclusion Some achievements have been made in the prevention and control of chronic diseases in the city,but the human resources are still insufficient.The government should attach a great importance to the severe situation of chronic disease prevention and control,and further strengthen the construction of the talent team in the disease prevention and control system.
