摘　　要：结合行业内安全事故的特点和趋势,对石化企业承包商及直接作业环节安全管理现状及存在的问题进行分析,从安全引领力、专业安全责任、安全投入、承包商管理、作业安全分析及施工作业监督等环节着手,以风险管控为核心,研讨承包商及直接作业环节的监管策略。The paper analyzed the situation and existing problems of safety management of contractors and direct operation in petrochemical enterprises,combined with the characteristics and trends of safety accidents in the industry.From the aspects of safety leadership,professional safety responsibility,safety investment,contractor management,job safety analysis and operation supervision,this paper discussed the supervisory strategies of contractors and direct operation with risk control as the core.
