摘　　要：近年来,我国自贸试验区建设取得了很大进展,进而中央提出要支持海南逐步探索、稳步推进中国特色自由贸易港建设,其关键在于建立自由贸易港政策和制度体系。通过对中国香港、新加坡等国际自由贸易港的模式、制度安排及其内在逻辑进行深入研究,在此基础上就海南高质量建设中国特色自由贸易港提出了相关政策建议。In recent years,great progress has been made in the construction of China’s pilot free trade zone,and the central government has proposed to support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics,the key lies in the establishment of a free trade port policy and system.Through in-depth research on the models,institutional arrangements and internal logic of international free trade ports such as Hong Kong and Singapore,on this basis,the article put forward relevant policy recommendations for the high-quality construction of free trade ports with Chinese characteristics in Hainan.
