上海市政自来水实现直饮目标的对策研究

摘　　要：市政供水是城市的生命线,保障城市供水、提升供水水质,对于改善城市生活和投资环境,促进城市社会和经济的发展,有着十分重要的意义。《上海市城市总体规划(2017-2035年)》提出了2035年上海市基本建成卓越的全球城市的目标愿景下,关于"城乡供水体系满足直饮要求"的规划充满挑战也令人期待。介绍了上海在实现市政自来水直饮方面拥有水源水库系统布局、水厂处理技术工艺提升、管网和二次供水系统改造升级、智慧水务平台基本建成、地方水质标准颁布实施等坚实基础及战略优势。同时,提出了针对直饮目标在管网输配和二次供水方面的技术难点,最后,从直饮水水质评估体系、供水模式、管网输配水与二次供水技术提升、技术示范和管理体系建设等方面,针对实现市政自来水直饮的目标提出了综合性对策建议。Municipal water supply is the lifeline of a city.Ensuring water supply and improving water quality are of great significance for improving urban living and investment environment,as well as promoting the development of urban society and economy.In the Shanghai Master Plan(2017-2035),Shanghai is expected to strive for an excellent global city by 2035,and the plan of"urban and rural water supply system that meet direct drinking requirements"is full of challenges and expectations.This paper introduces the strong foundation and strategic advantages of Shanghai in achieving direct drinking of municipal tap water,such as the layout of water source reservoir,the improvement of water plant treatment,upgrading of distribution and secondary water supply system,construction of smart water utilities,and the implement of local water quality standard.At the same time,the technical challenges in distribution and secondary water supply for the target of direct drinking are put forward.Finally,comprehensive countermeasures were proposed for achieving the target of direct drinking of municipal tap water from the aspects of direct drinking water quality assessment system,water supply mode,technology improvement of distribution and secondary water supply system,technology demonstration and management system construction etc.
