对船舶压载水现场检查工作的思考和建议

摘　　要：压载水公约于2016年9月8日生效,并于2019年1月22日正式对中国生效。2018年4月13日,IMO海环会以MEPC.300(72)决议通过《压载水管理系统认可规则》(下称规则),2019年10月13日生效。我国制定了压载水管理办法,但是办法中对于执法人员如何进行压载水现场检查没有明确的要求,目前也没有船舶现场检查工作程序。文中力图结合现场的工作经验制定船舶压载水现场检查工作程序(TEST工作法),希望可以给压载水现场检查的实际操作提供帮助。The Ballast Water Management Convention came into effect on 9 September 2016 and entered into force for China on 22 January 2019.On 13 April 2018,the Marine Environment Protection Committee(MEPC)of the International Maritime Organization(IMO)adopted the Code for Approve of Ballast Water Management Systems(BWMS CODE)through MEP.300(72),which will take effect on 13 October 2019.China has promulgated Measures for the Supervision and Control on Ship Ballast water and Sediment,which,however,has not included explicit requirements on the on-site inspection for ballast water or work procedures for the relevant on-site ship inspection.The paper puts forward work procedures for the on-site inspection of ship ballast water based on field experience using the methodology of TEST,in the hope of providing reference for the practice of onsite inspection on ballast water.
