上海市水环境污染的经济损失估算

摘　　要：按照功能分类法,从农业损失、渔业损失、工业损失、市政损失等方面对上海市2016年水环境污染引起的经济损失进行了评估。研究结果显示,上海市2016年水环境污染带来的经济损失为5400796.92万元,占当年全市GDP的比例约为1.97%,经济损失比1998-2005年有所上升,占GDP的比例明显上升。建议可将水环境污染的经济损失纳入GDP评价体系中,通过建立城市水环境经济系统的动态评估模型,对城市的水环境成本实施实时的监控,以客观地反映出城市经济发展的质量。According to the functional classification method,the economic losses caused by water environment pollution in Shanghai in 2016 were estimated in terms of agricultural,fishery,industrial,municipal works,and etc.It was found that the economic losses from water pollution in Shanghai in 2016 amounted to 54 billion yuan RMB,accounting for about 1.97%of the city’s GDP in that year.It has suggested that the economic losses caused by water environment pollution could be brought into the GDP evaluation system.Through the establishment of a dynamic model for assessing the urban water environment economic system,the cost of urban water environment should be real-time monitored so as to reflect objectively the quality of urban economic development.
