摘　　要：河湖违法问题防治是河湖管理保护的核心任务,是伴随经济社会发展全过程的一项系统工程。在分析研究河湖违法问题防治现状及存在主要问题、形成机理及防治特点的基础上,提出构建"无违河湖"的目标路径,以及实现长效防治的法规制度、管理基础、规划计划、信息平台、监测评价、社会参与、执法问责等7个方面的方法措施。The prevention and cure of river and lake illegal issues is the core task of river and lake management and protection, and is a systematic project along with the whole process of economic and social development. Based on the analysis of the current situation, main problems, formation mechanism and prevention characteristics of the prevention and control of illegal issues in rivers and lakes, this paper puts forward the target path of building "no illegal rivers and lakes", as well as the methods and measures of realizing the effective prevention and cure in seven aspects: legal system, basic management work, planning plan, information platform,monitoring and evaluation, social participation and law enforcement accountability.
