中国县域经济的高质量发展——基于结构红利视角

摘　　要：利用中国1856个县域面板数据,对高质量发展背景下中国县域全要素生产率提升中的结构红利进行了测度,并将其分解为产业结构效应、劳动力转移效应和资本转移效应,进一步采用空间SARAR模型分析县域结构红利的影响因素。研究发现:县域全要素生产率提升中存在显著的结构红利,分解后发现产业结构效应和劳动力转移效应为正,资本转移效应为负;县域结构红利之间存在显著的空间溢出效应;信息化水平、人力资本水平、金融发展水平和规模结构提升主要通过影响县域产业结构效应和资本转移效应进而影响县域结构红利;财政支出占比提升不利于释放县域结构红利。提出了释放结构红利、提升全要素生产率是中国县域经济高质量发展的可行选择,并给出了三点促进县域全要素生产率提升的政策建议。Based on the panel data of 1856 counties in China,this paper measures the structural dividend in the promotion of total factor productivity(TFP)under the background of high-quality development from the perspective of inter-industry TFP differences,and decomposes it into industrial structure effect,labor transfer effect and capital transfer effect,and further adopts spatial SARAR model studies the structural bonus of counties and the influencing factors of each decomposition part.The results show that there is a significant structural dividend in the increase of county TFP.Further decomposition finds that industrial structure effect and labor force transfer effect are positive,capital transfer effect is negative;there is a significant spatial spillover effect between county structure dividend;informatization level,human capital level,financial development level and so on.The scale structure promotion mainly affects the county structure dividend through the influence of the county industrial structure effect and the capital transfer effect,and then affects the county structure dividend;the fiscal expenditure proportion promotion is not conducive to releasing the county structure dividend.This paper holds that it is feasible to release structural dividends and enhance TFP in the high quality development of county economy in China,and puts forward three policy suggestions to promote the improvement of county TFP.
