城乡结合部流动人口迁移意愿及其影响因素研究:以北京市7个城区为例

摘　　要：京津冀协同发展是重大国家战略,其中北京市人口调控的疏解是重要环节。利用北京市7个区城乡结合部地区624名流动人口的实地调查数据分析流动人口迁移的意愿,研究发现:流动人口有离京迁移意愿,但大多数外来流动人口并不愿意在3年之内离开北京;已婚家庭迁移意愿更强烈;幸福感越强、收支结余越多、与同事之间的社会交往越多的流动人口迁移意愿越不强烈;年龄、文化程度、就业身份、职业分布、收入、消费、租金和来京的原因等因素与外来流动人口的离京迁移意愿没有直接显著性关系。研究提出建立人才外流监测和评估机制、建立北京功能疏解的拉力机制、推进“河北省雄安新区”以及其它“非首都”功能承载区建设的建议。The coordinated development of Beijing-Tianjin-Hebei is a major national strategy.The dispersal of Beijing’s population regulation is an important step.This paper analyzes the willingness of floating population migration with the field survey data of 624 migrants in urban-rural fringe areas of 7 districts in Beijing.The study finds that the floating population has the willingness to move away from Beijing,but most migrants are not willing to leave Beijing within three years;the married families have the strong willingness to migrate;the migrants with the greater sense of well-being,the stronger balance of income and expenditure and the more social interactions with colleagues have the weaker willingness to migrate;and the factors such as age,education level,employment status,occupational distribution,income,consumption,rent and reasons for coming to Beijing are not directly related to the willingness of migrants to move away from Beijing.It puts forward the suggestions for establishing the brain drain monitoring and assessment mechanism,establishing the tension mechanism of alleviating Beijing’s function,and pushing the construction of Xiongan New Area in Hebei and other supporting areas taking over the“non-capital”function.
