摘　　要：纪委监委合署办公是实现党内监督和国家监督相结合,形成集中、统一、高效反腐败机制的有效举措。由于纪委和监委监督的对象、依据、调查程序有很大差异,在两机关合署办公实际运行过程中会出现纪委监委一体化,导致纪强监弱,受理案件的范围不清晰、职能界限混糅,并行办案、程序混合等问题。政党法治可以为处理纪委监委的关系提供理论支撑。纪委监委合署办公的良性运作需要从优化党政关系、促进党纪与国法融合,进行内部分工、实施分类受理,明确纪法界限、用好两把"尺子"等方面推进实质性改革,实现其法治化转型。It is an effective measure to combine inner-party supervision with national supervision to form a centralized,unified and efficient anti-corruption mechanism.Due to the great differences in the objects,basis and investigation procedures of the discipline inspection committee and the supervision committee,the integration of the discipline inspection commission and the supervision commission will occur in the actual operation of the office of the two organs,which will lead to the weakening of the discipline inspection,unclear scope of accepting cases,mixed functional boundaries,parallel case handling,mixed procedures and other problems.The rule of law of political parties can provide theoretical support for dealing with the relationship between the disciplinary commission and the supervision committee.The benign operation of the joint-office of the Discipline Inspection Commission and Supervision Commission needs to promote substantive reforms from the aspects of optimizing party-government relations,promoting the integration of party discipline and national law,performing internal division of labor,implementing classifed acceptance,clarifying the boundaries of discipline and law,and making good use of two "rulers",so as to realize the genuine rule of law.
