摘　　要：发展文化产业是增强文化软实力的重要途径,文化软实力的根本在于国家文化利益,要以维护国家文化利益为目标推动文化产业良性发展。第一,把握文化产业持续健康发展的价值取向,注重文化导向与遵循市场规律,建设多元化的理念、管理与资本体系。第二,明确以文化产业巩固国家文化利益的路径,确立以国家利益为核心的文化产业战略;建立完善的国家文化安全预警系统;推进文化产业民营化;执行文化市场适度准入原则;出击国际文化市场;优化文化产业发展的法治环境。第三,探索以创新驱动文化产业跨越式发展的对策,诸如,全方位系统化推进文化创新能力建设,深化文化体制机制改革创新,改革壮大跨国文化产业集团,占领文化科技制高点等。Developing cultural industry is an important way to enhance cultural soft power.The fundamental of cultural soft power lies in national cultural interests.The benign development of cultural industry should focus on the goal of safeguarding national cultural interests.First,we should adhere to value orientation of sustainable and healthy development of cultural industry,focus on cultural orientation and follow the law of the market,and build a diverse philosophy,management and capital system.Second,we should clarify the path to consolidate national cultural interests with cultural industry and set the cultural industry strategy with national interests as the core.We need to establish a sound early warning system for national cultural security,promote the privatization of cultural industries and adopt the principle of moderate access to the cultural market.We also need to enter the international cultural market and improve the legal environment for the development of cultural industry.Third,we need to explore the countermeasures for innovation-driven leapfrog development of cultural industry,such as strengthening capacity building for comprehensive and systematic cultural innovation,deepening the institutional reform and innovation for cultural industry,reforming and developing transnational cultural industry groups and striving to be a frontier in the cultural and technological development.
