摘　　要：目的对北京市“区办市管”医院托管前后医疗服务绩效进行分析,总结区办市管管理经验,为进一步深化区办市管模式提供参考。方法以“北京版诊断相关组(BJ-DRGs)”为研究工具,对医院2016—2018年病案首页数据进行分析。运用综合指数法,通过医疗服务能力、医疗服务效率、医疗安全3个维度对医疗服务绩效进行评价。结果托管后医院综合医疗服务绩效呈上升趋势,2018年比2016年有84.62%的科室实现医疗服务绩效提升,其中能力指数和效率指数提升的科室比率分别为96.15%和15.38%。结论根据医疗绩效指数变化趋势对科室实行分类管理,对不同学科进行精准帮扶,加大政府和管理部门支持力度等措施,可进一步提升区办市管医院医疗服务绩效。Objective This paper analyzes the medical service performance before and after the reform of municipal trusteeship of district-launched medical institutions,summarizes the trusteeship experience,and provides reference for further deepening the trusteeship mode.Methods The“BJ-DRGs”is used as the research tool to analysis the data of the front page of the medical records in 2016 to 2018.The comprehensive index method was adopted to evaluate the performance of medical services through 3 dimensions:medical service ability,medical service efficiency and medical safety.Results The comprehensive performance of medical services shows an upward trend after trusteeship.In 2018,84.62%of the departments improved in medical service performance compared with 2016.Among them,96.15%of the departments increased in capability index and 15.38%in efficiency index.Conclusion The following measures can be taken to improve the performance of medical services in municipal trusteeship of district-launched medical institutions,including classified management of departments according to the changing trend of medical service performance index,precise assistance for different disciplines and increased support from the government and management departments.
