摘　　要：研究目标:估计中国1978~2016年经济基础设施和社会基础设施的资本存量净额以及固定资本消耗。研究方法:估计建筑安装工程、设备工器具购置和其他的资本平均役龄-价格函数与平均役龄-折旧率函数,并将其分别作用于经济基础设施和社会基础设施的固定资本形成序列,得到基础设施的期初、期末资本存量净额和固定资本消耗。研究发现:资本存量净额是描述资本财富的指标,1978年以来我国经济基础设施和社会基础设施资本存量净额均大幅增加,资产负债表较好地刻画了资本财富的动态变化过程和结构特征。研究创新:采用双曲递减模式刻画基础设施资本的效率变化规律,估计基础设施资本的平均役龄-效率函数、平均役龄-价格函数和平均役龄-折旧率函数,编制资产负债表从静态结构和动态变化两个角度刻画基础设施资本的运动过程,描述我国基础设施资产财富变化特征。研究价值:可用于完善我国资本核算制度,促进编制国家和地方资产负债表。Research Objectives:Estimating the net capital stock and fixed capital consumption of China s economic and social infrastructure from 1978 to 2016.Research Methods:Estimating the average age-price profile and average age-depreciation rate profile of construction and installation projects,equipment and appliances,and other capital.Then applying them to the fixed capital formation sequence of economic infrastructure and social infrastructure respectively,getting the net capital stock and consumption of fixed capital at the beginning and end of infrastructure.Research Findings:The net capital stock is an index describing the whole society s capital wealth.Since 1978,the net capital stock of China s economic infrastructure and social infrastructure has increased significantly.The balance sheet well describes the dynamic changes and structural characteristics of capital wealth.Research Innovations:Using the hyperbolic decreasing model to describe the efficiency change of Infrastructure capital.Simulating the average service age-efficiency profile,average service age-price profile and average service age-depreciation profile of infrastructure,compiling the balance sheet of infrastructure,depicting the movement process of infrastructure capital from the perspective of static structure and dynamic change,and describing the change characteristics of China s infrastructure asset wealth.Research Value:It s can be used to improve China s capital accounting and promote the preparation of balance sheet.
