摘　　要：我国近四十多年的改革开放是经济快速发展的过程,同时也带动了政府的项目投资。"十三五"期间(2016年-2020年),上海市全社会固定资产投资预计超过3万亿元,其中政府投资将超过3千亿元。在这些政府投资项目中,财务监理早已成为其中不可或缺的角色担当。随着财务监理制的普遍推行并走向成熟,我们不由得暂缓脚步,对过往进行回顾和思考,财务监理到底承担了一个什么样的角色?如何去理解财务监理?怎样才能做得更好?现结合工作实践,针对性地进行浅析和探讨。China’s reform and opening up in the past 40 years is a process of rapid economic development, but also led to the government’s project investment. During the 13 th Five Year Plan period(2016-2020), the total social fixed asset investment in Shanghai is expected to exceed 3 trillion yuan, of which the government investment will exceed 300 billion yuan. In these government investment projects, financial supervision has already become an indispensable role. With the general implementation and maturity of financial supervision system, we shall review and think about the past, what kind of role does financial supervision play? How to understand financial supervision? How can we do better? Now combined with the work practice, it is analyzed and discussed pertinently.
