摘  要:白俄罗斯总统卢卡申科近期对政府进行人事调整,主要目的是解决经济问题,并为总统选举做准备。白俄罗斯不准备对政治经济体制进行重大改革,暂时不会转向议会制,也不会搞大规模市场化和私有化。随着俄罗斯与西方关系的恶化和白俄罗斯独立主权意识的增强,白俄罗斯与俄罗斯的分歧增多。短期内白俄罗斯将继续与俄罗斯保持联盟关系,并留在欧亚经济联盟;与此同时朝着与欧盟关系正常化的方向不断努力,但不会提出加盟入约。中白关系的政治性将继续加强,白俄罗斯在对华经贸和人文合作领域将继续保持高期待。President of Belarus Lukashenko has made personnel adjustments to the government with the main purpose of solving economic problems and preparing for the presidential election. Belarus is not prepared to carry out major reforms in its political and economic system. It will not turn to parliamentary system for the time being, nor will it engage in large-scale marketization and privatization. With the deterioration of relations between Russia and the West and the enhancement of Belarus’ s consciousness of independence and sovereignty, the divergence between Belarus and Russia have increased. In the short term, Belarus will continue to maintain alliance relations with Russia and remain in the Eurasian Economic Union. Belarus is striving to normalize its relations with the European Union but will not propose to join the EU and NATO in the near future. The political nature of China-Belarus relations will continue to be strengthened, and Belarus will continue to hold high expectations in the areas of economic, trade and human cooperation with China.
