摘　　要：上海未来推进国际航运中心建设的总体方向,不能再仅仅依靠集装箱吞吐量的增长,而应着力强化国际航运服务的国际化、高端化,实现从注重培育国际货物运输能力向注重提升国际航运资源配置能级转变,在巩固现有国际航运中心地位的同时,努力建设成为全球航运资源配置能力最强的国际航运中心,实现从第二代国际航运中心向第三代国际航运中心转型。Shanghai’s overall direction of promoting the construction of an international shipping center in the future can no longer rely solely on the increase of container throughput,but should focus on strengthening the internationalization and upgrading of international shipping services to realize the transformation from focusing on cultivating international cargo transportation capacity to focusing on improving the allocation level of international shipping resources.while consolidating the status of the existing international shipping center,Shanghai should strive to become the international shipping center with the strongest allocation capacity of global shipping resources and realize the transformation from the second-generation international shipping center to the third-generation international shipping center.
