政治沟通视角下政府部门与公众的多元双向互动逻辑与策略——以G省质监部门为例

摘　　要：政治沟通在理论和实践上由传统方式转向互动式,互动式政治沟通在实践中经常被作为政府职能由管制型向服务型转变的抓手。以G省质监部门为个案,分析在新媒体环境中政治沟通主体的对称性沟通需求变化,在此背景中发现:G省质监部门在横向上通过信息载体的多元,即强调联接的热线电话、强调交互的互联网络平台、集宣传、服务和对话于一体的移动平台,透过宣传、服务、对话等工作机制实现沟通要素的优良配置,在纵向上通过沟通主体策略的双向信息流动,实现多元双向的互动式政治沟通,与社会公众形成了良好的互动关系。Political communication has changed from traditional model to interactive model both in theory and practice.Interactive political communication is often used as a starting point for the transformation of government functions from regulatory to service in practice.This paper takes the Quality Supervision Department of G Province as an example,analyzes the changes in symmetrical communication needs of political communication subjects in the new media environment.It is found that the"pluralism"of information carriers in the horizontal direction is used,such as a hotline that emphasizes connectivity,an Internet platform that emphasizes interaction,and a mobile platform that integrates publicity,service,and dialogue.The working mechanism realizes the excellent allocation of communication elements.In the vertical direction,through the two-way information flow of the communication subject strategy,the multielement and two-way interactive political communication has been achieved,forming a good interactive relationship with the public.
