摘　　要：在基层社会治理的视域下探讨社区信息治理的具体思路与发展理念,强调社区的信息价值及在社区层面开展信息治理的必要性。结合抗击新冠疫情期间社区层面防控工作中存在的信息症结及相应需求,提出社区信息治理是基层社会治理中应对突发事件的一种有效治理手段,本土化的“枫桥经验”中蕴含着挖掘社区主体性与发动群众性两条核心要素,能够为发展中国特色的社区信息治理提供理论支持。社区信息治理要秉持结构化开源与关系化人力双轨实践、交织发展的整合性思路,充分发挥社区的信息功能,加强社区信息意识,培育社区信息治理关系网,形成社区层面的信息处置系统。From the perspective of grassroots social governance,the specific ideas and development concepts of community information governance are discussed,emphasizing the information value of the community and the necessity of carrying out information governance at the community level.Combining with the information crux and corresponding needs in the community-level prevention and control work during the fight against Novel Coronavirus(SARS-CoV-2),community information governance is an effective means of dealing with emergencies in grassroots social governance.The localized"Feng Qiao Experience"contains two core elements of mining community subjectivity and mobilizing the masses,which can provide theoretical support for the development of community information governance with Chinese characteristics.The study found that community information governance should adhere to the dual-track practice of structured access to open source information and relational access to human information,and the integrated thinking of intertwined development,give full play to the information function of the community,strengthen community information awareness,and cultivate a community information governance network.Form an information handling system at the community level.
