摘　　要：学术创业作为国家创新体系的重要部分,是科技成果转化和技术转移的有效路径,在国家和区域创新驱动发展战略中发挥着重要作用。完善的学术创业政策体系能够激发科技人员创业意愿。通过优化"三维一体"的科技人员学术创业政策评估模型,对搜集到的江西省高校科技人员学术创业政策进行政策效果评估,尝试通过从政策文本分析向政策过程分析转变,明晰江西省高校科技人员学术创业政策现状与特点,为政策动态实施提供借鉴。As an important part of national innovation system, academic entrepreneurship is an effective way to the transformation of scientific and technological(S&T)achievements and the transfer of technology. It plays an important role in national and regional innovation-driven development strategy. Perfect academic entrepreneurship policy system can encourage the entrepreneurship willingness of scientists and technicians. Based on the three-dimensional integrated assessment framework, this paper evaluates the effect of the academic entrepreneurship policy for scientific and technological personnel from colleges and universities in Jiangxi Province, and attempts to change the research object from policy text analysis to policy process analysis. These results could clarify the current situation and characteristics of academic entrepreneurship policy for scientific and technological personnel in Jiangxi Province, and attempt to provide reference for the dynamic implementation of the policy.
